Slope stabilization – using proactive strategies in a constant battle of nature

The extreme reach of this landslide was catastrophic, and it’s not an event that WSDOT would have expected to impact the highway, given that the slope is on the opposite side of the valley.

WSDOT tracks known unstable slopes adjacent to state highways and Interstates. With the recent slide near Oso being more than a mile away and across the North Fork of the Stillaguamish, it’s not one that was included in our slope database. Prior to 1995, unstable slopes were stabilized reactively after they had failed. Since then, we’ve been proactively tracking problem slopes next to our roadways – slopes that have the potential to threaten the highway and its users.  Typical slope hazards that we manage include landslides, debris flows, rockfall, settlement, and erosion. Currently, we’re keeping tabs on about 3,300 locations which can be found on the map below and in this list (pdf 648 KB).

Each identified location receives a score ranging from 33 (lowest) to 891 (highest), which is based on the potential risk factors to the usability of the highway if a slope failed. This is helpful so we can strategically determine which slopes should be addressed with the limited funding available. With this management system, we’ve worked to stabilize about 244 slopes adjacent to state highways and Interstates since 1995 at a cost of $180 million, using both federal and state funds.

One example is I-90 over Snoqualmie Pass.

As part of the five mile project to widen I-90 from four to six lanes, crews are working to significantly reduce the rockfall hazards that are present by constructing more stable cut slopes, heavily reinforcing these cuts with rock anchors, and providing more catchment area for the natural, ongoing weathering of these new slopes.

Another is a stretch of SR 20 near Rockport that is constantly buffeted by the Skagit River, especially during flooding. When the river runs high, it eats at the riverbank and, at times, has threatened to even wash out the road. Right now we have a project in construction that is building logjams with something called dolos to protect the riverbank and our highway from continued erosion.

The geology of our state is complex and dynamic, and conditions are subject to change. With potential problem areas identified, our maintenance staff who drive these areas every day are on the lookout for developing problems, such as new rocks in a ditch or dirty water that wasn’t there the day before. This points our geologist to a spot that may be changing and is worth a closer look. If it’s determined that a highway is unsafe for travel, we’ll close it until it can be made safe.

Great example of nice thought, but certainly not practical.

You gonna buy 1/2 mile ROW on each road in the state? No, better make it one whole mile. And be certain to grade it so if you take your hands off the wheel, and the car leaves the road, you won’t even spill your latte.

Great idea, but note White and Chinook Passes and SR 195 south of Spokane through the wheat fields are all “dangerous”, just like sticking your head in a blender, I guess.

Maybe buy more chain link fabric to keep a pebble from falling on a road somewhere.

Look, roads are dangerous places. But I have much less fear, and there has been much less death and destruction from naturally occurring events than from drunk/inattentive drivers, texters, and the like. Those are what I fear on the road.

Howse abouts mapping them, and escorting them away from other cars?

Great idea, but not practical, or effectively doable. Sure, we can spin “look at all we have done for you to make you safe”.

My favorite comment on that is from Sheriff John Urquhart, from Kingco. “You want to be safe? I can make you safe. It is called a police state, and you won’t like it”.

Smart man, Sheriff Spinmeister is.

I would like to commend WSDOT for the great commitment, effort and risk your workers take to keep our roads, passes and highways safe to travel. I am thankful for your efforts to be proactive especially in light of what happened in Oso. Yes this was a catastrophic, natural event but it wasn't unpredicted, just the magnitude and the consequences of allowing people to live in the slide zone.
I have driven in every state in the Western United States as well as New York(horrible roads, really) and Washington roads are consistently better and safer. I am sure you could do even better if Legislature, especially the "no-new- taxes-do-nothing-improve-nothing" Republicans, would get off their pompous asses and do their job. Then the WSDOT would be able to keep up with more of the necessary projects needed to keep our roads, highways and bridges the most efficient and safest roads in the US, if not the world.

@The Geezer: What exactly are you throwing a hissy fit over? No one is suggesting we buy any extra ROW. All this article is about is how they try to prevent the roads from being wiped out by landslides.

I don't see how bad drivers have anything to do with this. This article isn't about keeping drivers safe, it's about keeping the roads clear and preventing the roads from getting blocked. Being safe is just a nice side effect.

great info, a couple of requests:

1) please provide the list in an excel format for sorting by highway
2) provide some sort of linkage between the map and the milemarkers in the list. Even if one highway was only keyed every third or fourth location that would help better id the locations.
